More likely that he's tired of the job after being in office for 22 years and wants to move on. The Liberals are not in trouble in Atlantic Canada and he would win his seat easily if he wanted to.

Federal Treasury Board President Scott Brison, Environment Minister Catherine McKenna and former Conservative defence minister Peter MacKay are among 24 witnesses who might be called to testify against the former commander of the navy.
The Groper's brain trust is trying to limit the blowback from the Norman fiasco by putting some distance between the government and Brison. Expect Brison to resurface in some plum appointment when the dust settles. Brison is Irving's creature but as with all Irving efforts, it is the taxpayer, not Irving who picks up the tab.
