Yes, all oppressed countries of the global south should produce these and give them to western powers who want their "debts" repaid.

It seems amusing at first.  But if the idea ever went mainstream I can think of at least a few friends that would amuse themselves with tipping at bars and restuarants with huge wads of these bills.  In the end jerks trying to jerk people around would probably make a far louder statement than anyone people with something valid to say.
