Constituents express 'quite boisterous' disapproval as caucus prepares to meet in Kelowna, B.C.

Some Liberal MPs are growing skittish as small business owners mobilize against proposals to change the tax regime, and they will tell Finance Minister Bill Morneau that his plans need a tweak to stave off an electoral backlash.

CBC News spoke to a number of MPs ahead of the national caucus meeting in Kelowna, B.C., next week; many said they would urge Morneau to alter a proposal that would end tax advantages for proprietors who hold passive investments, like stocks and real estate, in their small businesses.

Lower tax rates are meant to encourage businesses to reinvest and create jobs, not to help investors realize higher rates of return on a retirement portfolio, the government has said. Business owners maintain they rely on these tax structures because they do not have access to other supports available to income earners, like severance pay or company pension plans.

The government also wants to curtail "income sprinkling," a practice that allows owners to distribute some profits to family members in a lower tax bracket.

"In my opinion, based on a ton of discussion I've had with people in my riding, and other MPs, I think we need a mediated solution between what's being proposed and what can be done," Liberal MP Stephen Fuhr said in an interview. "We need some sort of compromise."

"Some folks don't think these proposed changes are the right way to do it, and they're quite boisterous about it. I'm definitely going to convey their opinions to the decision-makers."

The Calgary airport's parking decision was idiotic, but it's a bit of a stretch to link it to Trudeau. I gather the connection is privatization, but according to the google I just did, the federal government was still just CONSIDERING privatization of airports as recently as February of this year. Unless they went ahead with the plan in the time since then(did they?), I'd put the blame for this on the stupidity of local airport officials.

Trudeau's Sikh conundrum

Moral leadership takes back seat to raw politics when it comes to Sikh vote

So why the different treatment?

Back when Trudeau dumped Andrews and Pacetti, he had nothing to lose and arguably a lot to gain. The Liberals were the third party in the House of Commons. It was a chance to show female voters, who were key in the Liberal plan to make an electoral comeback, that Trudeau was unconditionally on their side. It worked.

But two years into his first mandate, Trudeau suddenly has a lot to lose, especially Sikh support.

And Trudeau doesn’t have to look too far to be a student of history; his dad’s 1968 version of Trudeaumania almost ended in ignominious defeat in 1972. Two years in now, Justin Trudeau is now carrying the baggage of governing as he begins his preparation for the 2019 election.

Pollsters will concur that the picture is hardly bleak for the Liberals, but nor is it without storm clouds on a number of fronts.

Here’s a hardly exhaustive list of grievances Canadians might take to the ballot box with them:

A projected federal deficit of $28.5 billion for 2017/2018 — a far cry from the $10 billion annual deficits promised on the campaign trail;
A pro-pipeline stance after promising genuine action on climate change;
Lukewarm results so far on his commitment to raise up First Nations by giving them a new deal. Instead of advancing issues like the water crisis on reserves, grappling with the epidemic of suicides, or focusing on the inquiry into murdered and missing aboriginals, the Liberal government has performed some unusual bureaucratic gymnastics, creating two government departments to handle Indigenous files rather than just one;
Trudeau also broke his promise on electoral reform, which should prompt many NDP supporters to return to their former party.

What does this all have to do with Sikhs? Well there is this from an Angus Reid poll done earlier this summer: a majority of Canadians, including 73 per cent of those who voted Liberal in 2015, would consider voting for a Sikh candidate for prime minister.

The tale of the next election will be told by how well or poorly the NDP does after the debacle of 2015. There are no seats for the NDP on the Conservative side. Any losses the CPC experiences will be reddish Tories defecting to the Liberals. The only chance for growth by the party of Jack Layton is to take seats from Trudeau. If the NDP succeeds, Trudeau could be reduced to a minority government. If it fails, it could be a landslide for the Liberals and oblivion for the NDP.

Jagmeet Singh is by no means a shoo-in to win his party’s leadership. In a recent Leger poll, 28 per cent of Quebecers, for example, said they would be “discouraged” from voting for Singh because of his turban. In addition, there is a favourite son in the race, Quebec MP Guy Caron. And finally, there is no one with Layton’s appeal in this field.

Yet Singh has looked like a leader on more than few issues, including one that will prove very popular in Canada’s immigrant community. He made headlines by calling out his NDP leadership opponents on the niqab legislation in Quebec, denouncing Bill 62 and the banning of face coverings worn by some Muslim women, for people giving or receiving public services.

Sixty-five per cent of Canadian Muslims voted for Trudeau in the last election, which also returned five “turbaned” Sikhs, all Liberals, to the House of Commons. A lot of those voters could find the first Sikh national leader a tempting choice.

Trudeau’s approach to dealing with the blatant prevarications and indiscretions of his Sikh MPs from Calgary and Vancouver South differs markedly from how he handled similar allegations against MPs of Italian, Inuit and British descent. The prime minister might well have been guided to office by his moral compass, but Canadians shouldn’t ignore the effect the Sikh vote — and Trudeau’s need to keep it red — is having on his guidance systems.

And just to be clear, the Calgary Airport has apologized, Lexus had no idea the airport was converting handicapped spots, and the handicapped spots are being converted back. So the issue has been taken care of, and it certainly had no connection to Trudeau.

You're not making any sense. It had nothing to do with Trudeau or the Transport Minister. And airports have not been privatized (yet). It was simply the airport deciding to generate more money by leasing spaces to Lexus. It was a stupid move, with incredibly bad optics (removing handicapped spots) and everyone backtracked. That showed accountability to the public, in the end. I'm not a fan of our current government, but this had nothing to do with them.

Liberal caucus retreat to focus on small business tax, other hot-button topics

On that score, Liberals are taking seriously the revolt by doctors, lawyers, farmers, financial planners, homebuilders, shop owners and other incorporated small business owners who have inundated MPs over the summer with complaints about the proposed tax changes.

The backlash has been building since mid-July, when Finance Minister Bill Morneau released a controversial, three-pronged plan aimed at closing tax loopholes used by a growing number of small businesses, creating what he called an “unfair playing field.”

One change would restrict the ability of business owners to lower their tax rate by sprinkling income to family members in lower tax brackets, even if those family members do no work for the business. Another would limit the use of private corporations to make passive investments in things like stocks or real estate.

Boulerice said the continued uproar is helping the Liberals to avoid dealing with tax havens, questionable deals for tax cheats and the government's broken promise to close stock option tax loopholes for CEOs.

Those issues are a far greater burden on tax revenue, he said. “Mr. Morneau is coming from Bay Street. Those CEOs cashing in millions of dollars because of the stock loophole are his friends. Maybe he doesn't want to hurt them.”

Boulerice said tax regulations affecting small business could be improved but are not the biggest contributor to lost revenue. He said the plan to close tax loopholes stemming from incorporation needs to be studied more before any decision is made.

The number of small businesses taking advantage of incorporation loopholes to save money is unknown, he added. He suspects in many cases bigger businesses are far more likely to use tax loopholes than are smaller family-owned operations.

Independent senator Tony Dean said business groups lobbying against the proposed changes don't represent all Canadian businesses. Dean, a former University of Toronto professor, has openly sparred with businesses groups on social media over the loophole changes.

“The associations representing small business though for whatever reason seem to be captive of a different point of view, if not interested in driving a different point of view, which is that they alone are the sole motivators of Canada's economy,” Dean said.

He said that belief leads them to support regulations that keep their costs as low as possible. Better wages and improved pensions are bad for business in their view, Dean said, while tax loopholes are necessary.

The CFIB has opposed both $15-dollar minimum wages and campaignedagainst reforms to the Canada Pension Plan last year.

The shots taken at civil servants in the most recent campaign bother Dean the most. The campaign includes allegations that civil servants have cushy jobs that Canadian businesses sustain through heavy taxes. Such campaign strategies are particularly agitating when businesses take advantage of government grants or other incentives paid for by taxpayers, Dean said.

“Public servants add social and economic value for Canadians in just about everything they do every day. They're at work and they don't have any tax advantages,” he said. “They in fact are paying their full, fair share. Every week, every month, every year.”

The same can't be said for what he argued was a small part of the business community opposed to the tax changes, he said. [Tyee]
