I believe "creeps and bums" was the word order Klein used in that speech. It often gets mistakenly conflated with the "eastern bastards" sticker.

They are building a project that challenges environmental sensitivities (to say as blandly as possible). Delays should be factored into the masterplan and cost structure. So either they are just blowing smoke or the project is barely viable.
