No that policy has been around for quite some time.

I feel so bad for this passenger. I also can't imagine the horror that poor animal went through. I travelled with my cat on an Air Canada flight back in 2001 (post 9-11 so the security check was intense for my poor guy). He was in his travelling bag under the seat in front of me. There I could interact with him between take off and landing. Even with that, it was a pretty stressful experience for my little guy.
