I can't speak to elections in Quebec, but I can speak to elections in BC. It's true the NDP won a majority with a lesser percentage of the vote than the BC Liberals. The voters were so overjoyed with that result that in the next election they reduced the NDP to two members, and handed the BC Liberals majorities for the next seventeen years. It's also true that at the time everyone remarked on how unusual it was that a majority government could happen with fewer votes than the next party in line. 

As to the 29% thing, you can't count votes that are not cast. The best you can do is assign uncast ballots to parties in more or less the same percentages as cast ballots. Or just say that people who didn't vote don't care what the result would be. Your method of arriving at the 29% is a bit of sophistry.

I read a news piece today suggesting that as few as one in five Venezuelans will be voting in their upcoming elections.

If that proves correct, will the goverment they vote for be an illegitimate goverment?  Or do those who stay home abdicate their electoral concerns?

Yes or no, please.  No "bla bla bla PR".  Could a fifth of the electorate choose the federal government, or not?

I really hate it when I continue reading comments in a thread where I left off and at the same time posters start to engage in thread drift. After reading half a dozen comments I don’t know why I’m reading these comments, what the hell thread I’m in? Then I have to go back to the thread title, that’s when I realize I got sucked into some other posters derailing thread drift and wasted my time!  Now sometimes I’m guilty of thread drift(like right now) but at least I’ve got some awareness and self discipline and disengage/discontinue. I also bring light to the fact that I’m entering thread drift and that this is a no no. Other times it’s unavoidable and certain subjects are prone to drift. But c’mon! FPTP????? In a thread about NDP lack of support for the Palestinian state and it’s peoples? Babble is starting to get bad for thread drift. Not sure how the moderators view it? But I feel it gives the site a bad name when it goes unchecked!

So far these are just empty words. They need to call for the lifting of the siege of Gaza. And the fact remains they suppressed BDS at their convention.  Will the real NDP please stand up?

1. Here in BC in 1996 the BC NDP won a "majority" government even though they received fewer votes than the BC Liberals. In Quebec in 1998 the PQ won a "majority" government even though they received fewer votes than the QLP. Also in Quebec in 1996, the Union Nationale won a "majority" government even though it received fewer votes than the QLP. I'm not that ancient so I don't remember if there were any "wrong winner" elections before that. In other FPTP  countries there have been many FPTP "wrong winner" elections.

2. The 29% statistic was for the entire electorate not the popular vote. So for example, in 2011 the Conservatives won a "majority" government with the votes from just 24.3% of the electorate and just 39.6% of the popular vote. I used that statistic to show that under FPTP a majority government does not have to represent anywhere near the majority of the electorate in order to maintain majority rule. The upcoming provincial election in Quebec could see a party win government with just a third of the votes or even less, because many parties there are doing well at once. This may be why the four opposition parties in Quebec currently support electoral reform as FPTP only seems to regularly produce true majority governments when there are only two majour parties competing.

That Union Nacionale "Majority while losing the popular vote" victory was in 1966, not 1996.  It would have been fairly amazing for the Union Nacionale to make anything like a respectable showing in 1996 when the party had been dissolved in 1989 and hadn't won a seat since 1981.
