The idea that this is cyber fear mongering is quite ridiculous. Just as ridiculous as assuming the chinese are the only ones doing it.
Face it -- cyber is the cheapest, most efficient form of warfare going. Don't think that there is any country not thinking about, or learning about it, or doing it. The only question is how advanced they are.
As a quick measure - it would be fair to assume that conventional military investment should give you an idea how much is spent on this as well.

Yes, China was a great victim of imperialism. But modern China not any better than the rest now -- and they have a legitimate axe to grind.
