Compare this to Iran where 26 of 31 provinces have emergencies declared -- few resources and are under sanctions and a corrupt regime.

Certainly a big deal if it breaks. However they probably have more resources to stop this damn from giving way than the Iranians do with multiple old dams in deep trouble.
