....By now, the message should be clear: The insistence on private-sector-led investment in renewables, which we are told needs to be “unlocked” through various incentives – subsidies, feed-in-tariffs, guaranteed returns through PPAs, etc. – has proven to be a disastrous failure. This is the reason why renewables are “underperforming.” This is what must change if deployment is to reach the levels needed to meet the Paris targets......

5— In Germany and France, the substitution of the goals of the « civil society » for political questions

The Anglo-Saxon expression « civil society » indicates associations which, because of their status, are not associated with politics, but defend other causes. This is precisely the case of environmental questions, which are often transnational, but always subordinate to political considerations. For example, even if we were to get rid of all the cars and trucks in the Union, the decrease of Co2 would be minimal compared with the quantity produced by the ships and aircraft necessary for economic globalisation. Or again, even if we were to protect, all the species which are becoming extinct, not only in the Union, but all over the world, this would not preserve the biodiversity destroyed by war. Incidentally, in a war situation, all environmental regulations would be forgotten. 
The expansion of the Green Party in Germany (20%) and in France (13%), therefore translates the impotence of voters in political matters. Since we can not act against imperialism and economic globalisation, let’s make ourselves useful in other ways.

The powers are preparing for a new Cold War.

It really isn't one or the other. We have to mobilise against imperialist war (not ONLY against the US) but also undertake the transition. On fora the conservatives and climate deniers here are always saying that whatever Québec does is futile because we already have hydroelectricity (initially a colonialist project that would have shafted Indigenous peoples in Northern Québec - fortunately Inuit, Cree and Naskapi people organised to get a fairer deal). And yet we are crying out for more environmentally-friendly development. Fewer personal vehicles at least in urban areas, and more of them electric - and smaller, more universally-accessible public transport, safer planning for pedestrians, cyclists and people using mobility vehicles for the disabled.  Greening. Better urban planning - denser, but pleasant.  More protection for sensitive and endangered habitat. And goes on. None of this is counter to mobilising against a war on Iran and other bellicose projects.
