Judge recommends civilian body to investigate police-involved deaths

Two years ago, Justice William H. Davies was appointed to lead an inquiry into the death of Frank Paul. In 1998, Mr. Paul was arrested for public intoxication. He was later left in an alleyway in the cold and rain of a December night and died a few hours later of hypothermia.
The inquiry was tasked with investigating the circumstances surrounding Frank Paul's death. The 445-page report is titled "Alone and Cold: The Davies Commission Inquiry Into the Death of Frank Paul."
David Eby was counsel, along with Cameron Ward, for the United Native Nations Society in the inquiry. He is currently acting Executive Director of the B.C. Civil Liberties Association.
